Saint-Cloud Tunnel Closure: 50% Toll Discount on the A14 Sparks Backlash

September 18, 2026

The Île-de-France region will be impacted by significant works at the Saint-Cloud tunnel starting November 16, 2026. To address forced rerouting, the prefecture announced a reduction in tolls on the A14 freeway.

A discount starting October 1

The situation surrounding the closure of the Saint-Cloud tunnel in Hauts-de-Seine is evidently delicate. This Wednesday, September 16, the Île-de-France region’s prefecture announced a preferential rate on the A14 expressway toward the Yvelines.
This reduction would take effect well before November 16, 2026, the start date of the works, and could last until the end of the works, i.e., August 2027. The cause: major construction work at the Saint-Cloud tunnel in Hauts-de-Seine. In the region’s press release, it states that the discount, amounting to 50% of the toll price at Montesson, will be in effect as of October 1, 2026. It will apply to all trips on the A14 expressway, Monday through Friday, excluding holidays.

Additionally, you must have a “a vehicle in classes 1, 2, and 5 (light vehicles and motorcycles)” according to the regional announcement. However, this decision does not appear to have unanimous support among road users. One motorist told the media: “With the very high fuel costs, it seems normal to me that during the works the arrangement on the A14 should be free for users as well as in the Duplex tunnel.”

Toward toll-free A14?

Moreover, these works come at a time when public transportation north of the Yvelines has faced numerous problems, between March and July 2026. A situation that affected Transilien lines J and L riders. While improvements have been noted since the start of the 2026 school year, many people have found themselves forced to drive to work. This could raise road traffic and, consequently, traffic jams.

Daily commuting is quickly turning into a nightmare for this part of Île-de-France. Fabien Aufrechter, the mayor of Verneuil-sur-Seine, stated in July 2026 his desire for toll-free on the A14: “I am very worried, because we are not solving traffic problems at a time when purchasing power is a major issue. Any measure that helps improve the situation is good news and a first step, but it is not enough.” Faced with this complex situation, a consultation is set to take place at the beginning of October 2026.

The regional players, such as Île-de-France Mobilités, SNCF, and Grand Paris Seine & Oise, will meet to discuss the situation and push for toll-free the A14 expressway.
